David Phelan graduated from the University of Washington School of Law in 2005 and has practiced law in Cowlitz County since 2008. A former prosecutor and currently the Deputy Director of the Cowlitz County Office of Public Defense, David brings extensive experience across all areas of criminal law, as well as child support enforcement and family law.

Dave identifies as Korean and American and is deeply committed to promoting equal access to justice and ensuring that every individual in the community has meaningful access to effective legal representation.
